Communication Specialist
The Pacific Immigration Development Community (PIDC) Secretariat seeks to engage a Communication Specialist (the ‘Consultant’) to update PIDC’s Communication Plan and implement communication and visibility activities to increase the overall visibility of the organization in the region and in its Member countries.This work is part of the PIDC Annual Work Plan 2023/2024 that was endorsed by PIDC Members at its 25th Regular Annual Meeting (RAM) held in Vanuatu in June 2023.

Proposal Submission
- The proposal submitted by the Consultant shall comprise the following documents:
- Technical Proposal
- Signed cover letter confirming availability to take up the consultancy; and
- Curriculum Vitae (CV) detailing qualification, previous relevant experience and at least three referees.
- A preliminary methodology to be used to undertake the required tasks.
- Financial Proposal
- Must be quoted in Samoan tala;
- Outline all costs associated with the undertaking of the services including a daily professional fee and any related overhead costs; and
- Quote to be valid for a period of 90 days from the deadline of submission.
- The due date for submission of proposal is: 12th January 2024, 05:00pm Samoa time. All submissions shall be submitted to email: info@pidcsec.org and address to PIDC Head of Secretariat. Consultant to Review PIDC Membership fees
The Pacific Immigration Development Community (PIDC) Secretariat seeks to engage a qualified expert (‘Consultant’) to undertake a robust and comprehensive Membership fee review for PIDC Members contribution fees. This includes developing a recommended formula to determine contribution rates to be tabled to PIDC Members. The proposed activity forms part of the PIDC’s Annual Work Plan 2023/2024 that was endorsed by the PIDC Members at the Regular Annual Meeting (RAM) held in Port Vila, Vanuatu in June 2023.
- PIDC is a regional organisation that represents the interests of 21 member countries and territories in the Pacific Region with a Secretariat based in Samoa. Established in 1996, PIDC Members collectively seek to advance the Forum Leader’s Pacific Vision for a region of peace, security, social inclusion and prosperity by ensuring the secure international movement of people in the region to maintain safe and prosperous Pacific Communities. To this end, PIDC works collaboratively to:
- improve the management of international people movement;
- strengthen border management and security; and
- work together to build capacity to deliver immigration services.

- To be considered for this tender, interested consultants must meet the following:
- Demonstrated expertise in Financial Accounting Data Analysis with preferably Financial Accounting background;
- Strong knowledge of Regional Organisations financial experience, best practices, and regulations;
- Excellent research and analytical skills to gather relevant information and conduct benchmarking studies;
- Strong writing and communication skills to develop clear and concise policy documents.
- Technical Proposal/Methodology:
- Preliminary methodology to be used to undertake the required task in accordance with the TOR; and
- Proposed work plan including scheduled timeframe to complete the deliverables as outlined in the TOR.
- Proposal submission should be in English and comprise of the following documents:
- Technical Proposal
- Signed cover letter confirming availability to take up the consultancy;
- Curriculum Vitae (CV) detailing qualification, previous relevant experience and at least three referees; and
- Demonstrate how to achieve the tasks outlined in the TOR, including timelines to complete the deliverables.
- Financial Proposal
- Must be quoted in Samoan tala;
- Outline all costs associated with the undertaking of the services including a daily professional fee, related overhead costs and reimbursement costs (e.g. international flight, per diem, etc).
- Quote to be valid for a period of 90 days from the deadline of submission.
- The due date for submission of proposal is: 22nd December 2023, 05:00 Samoa time. All submissions shall be submitted to email: info@pidcsec.org and address to PIDC Head of Secretariat.
